The Territory of the Virgin Islands is administered under provisions of the U.S. Constitution and Federal Law. The executive branch of the Territorial Government, through the Offices of the Cadastral and the Recorder of Deeds, keep records of ownership of property and the rights of use and development. The standard method of transferring property in a private transaction is by warranty deed, where the seller warrants to the buyer that they own the property and have the right to sell it, without any remaining encumbrances, that they will defend the buyer’s ownership and quiet enjoyment of the property.
